President Yoweri Kaguta Museveni has called on Ugandans to report individuals misappropriating funds allocated under the Parish Development Model (PDM), emphasizing the program's intent to uplift impoverished communities and integrate them into the formal economy.Addressing a public rally at Mwizi Secondary School in Rwampara East, Mbarara District, during his three-day performance assessment tour in the Ankole sub-region, President Museveni expressed concern over reports of PDM funds being stolen. He urged citizens to take an active role in safeguarding these resources.
"I heard of people stealing this PDM money. Why don't you report these thieves? Each parish is receiving Shs 100 million. That money is meant to rescue you from moneylenders," the President stated.
He further warned that law enforcement officers who grant bonds to such offenders would face consequences, underscoring the need for community vigilance in protecting PDM funds.
Highlighting the predatory nature of some moneylenders, President Museveni contrasted their practices with the PDM's revolving fund. He noted that while moneylenders might charge exorbitant interest rates, leading borrowers to repay multiples of the original loan amount, the PDM offers more favorable terms. Under the PDM, beneficiaries receive Shs 1 million and are expected to repay Shs 1.2 million after two years, ensuring the fund's sustainability and continued support for other community members.
The President also cautioned against the misuse of PDM funds for non-productive activities, such as alcohol consumption. He warned that individuals found diverting funds would face imprisonment and be required to work in government facilities to compensate for the misused amounts.
The Parish Development Model is a government initiative aimed at eradicating poverty by channeling financial support directly to parishes, thereby empowering local communities and promoting sustainable economic growth.
