Koboko, Uganda – March 12, 2025

In a historic moment for the West Nile region, elders of Leiko Parish in Koboko District, alongside government officials led by the LCV Chairman Mr. Mambo Asirafu, officially handed over 20 acres of land to Muni University for the establishment of a law school. This gesture is in honor of the late Hon. Francis Ayume, a former Speaker of Parliament and legal icon, who passed away in 2004.

The handover ceremony, which took place today, was attended by local community leaders, government officials, and university representatives, all coming together to commemorate the legacy of one of West Nile’s most revered sons. Hon. Ayume, who was widely respected for his contributions to Uganda’s legal framework and public service, left an indelible mark on the nation’s political and judicial systems. The law school is being established to carry forward his work and ideals.

Speaking at the event, Mr. Mambo Asirafu, the LCV Chairman, praised the initiative, emphasizing how it would not only honor the late Ayume but also contribute significantly to the educational and socio-economic growth of the region.

 "This law school will serve as a beacon of knowledge and a symbol of the late Hon. Francis Ayume’s unwavering commitment to justice and education," Asirafu said.

The Vice-Chancellor of Muni University, Dr. Simon Anguma, expressed deep gratitude to the local community and government officials for their unwavering support. "This land is not just a physical space; it is a foundation for the future of legal education in the region. We are grateful for this generous donation and for the vision to make Hon. Ayume’s legacy a living one," Dr. Anguma stated.

Mr. Emmanuel E. Natal, a representative of the U.S. government, who attended the event as a guest of honor, also expressed appreciation for the communal and governmental resolve to establish the law school.

 "This is a significant step in bridging legal education with the needs of the West Nile region and creating a generation of legal professionals who can make meaningful contributions to both local and national governance," he said.

The symbolic donation included a portion of soil, representing the transfer of the land to Muni University, as a reminder of the community’s commitment to ensuring that this project is realized. It also signifies the collaborative effort between local elders, government officials, and educational institutions in fostering progress through education.

The law school, when completed, will not only serve as a lasting tribute to Hon. Francis Ayume but will also offer opportunities for aspiring lawyers and legal professionals in the region. It is expected to boost educational opportunities, create employment, and contribute to the broader development of West Nile.

The ceremony ended with a call for unity and collaboration in making the law school a reality, with local leaders promising to continue supporting the project through every stage of its development.

This landmark event marks the beginning of a new chapter in the educational landscape of West Nile and underscores the region’s commitment to honoring its history while building a brighter future for its youth.
