March 27, 2025 – Lieutenant-General Sam Okiding, Deputy Chief of Defence Forces, has issued a formal apology following the brutal actions of security forces during the recent Kawempe North by-election. The security forces' conduct during the election sparked widespread condemnation and concerns over the safety of voters and candidates alike.

In a statement issued on Wednesday, Lieutenant-General Okiding expressed regret over the incidents and assured the public that necessary measures had been taken to address the situation. He confirmed that some personnel involved in the misconduct had been apprehended and were under investigation.


"We deeply regret the actions that transpired during the by-election. Such behavior is not reflective of the standards and values upheld by the Uganda People’s Defence Forces (UPDF)," Okiding said. "We have taken swift action, and those responsible for the brutality will be held accountable."

The apology comes after disturbing reports surfaced, detailing the use of excessive force by security officers, which resulted in injuries to several individuals and prompted concerns about the electoral process's integrity. The by-election had already been contentious, with candidates and voters alike calling for a peaceful and transparent process.

Okiding emphasized that the UPDF remains committed to ensuring security during elections, but added that incidents like those seen in Kawempe North are being thoroughly investigated to prevent any recurrence.

This apology has been met with mixed reactions, with some urging the government to ensure that justice is fully served while others have expressed disappointment at the delay in addressing the issue. Nevertheless, many citizens hope that the commitment to accountability and reform will foster greater trust in the electoral process in future elections.
