Musanze, Rwanda – The Chief of Defence Forces (CDF) of the Uganda People’s Defence Forces (UPDF), General Muhoozi Kainerugaba, has emphasized the urgent need for African militaries to overcome obstacles to cooperation, citing the vital role such collaboration plays in ensuring regional stability and fostering continental unity.
Delivering a lecture to senior officers at the Rwanda Defence Force (RDF) Command and Staff College in Musanze District, Gen Kainerugaba identified regional conflicts and underdevelopment as key challenges hampering military cooperation.

He urged the officers to adopt a pan-African perspective, one that transcends national interests and prioritizes collective efforts towards peace, security, and development.
“African militaries must focus on building stronger regional ties, enhancing human security, and fostering partnerships with our traditional allies,” Gen Kainerugaba stated.

“Working together yields better outcomes, as each nation brings its unique strengths to the table.”
He stressed that military cooperation not only deters conflicts but also supports economic growth by reducing unnecessary military expenditure.

Gen Kainerugaba praised the diverse representation of African countries among the student officers, reinforcing the importance of African-led solutions to African challenges.
Furthermore, the Ugandan CDF called for a shift in mindset among African nations, moving away from a competitive approach and instead embracing collaboration and mutual progress.

“We must abandon the notion of outdoing each other. Unity and cooperation are the pathways to a secure and prosperous continent,” he emphasized.
Gen Kainerugaba also paid tribute to the leadership of President Yoweri Museveni of Uganda and President Paul Kagame of Rwanda, acknowledging their pivotal role in fostering strong ties between the UPDF and RDF.
During his visit, Gen Kainerugaba toured the college's facilities and was briefed on its operations. He was accompanied by Rwanda’s Chief of Defence Staff, General Mubarakh Muganga, who joined him throughout the day’s engagements.
The lecture underscores the growing emphasis on regional solidarity and military diplomacy as Africa continues to navigate complex security and development challenges.
