Arua Central Division in Arua City has secured funding to commence the construction of a new three-storey council complex, which is estimated to cost 1.6 billion Ugandan shillings. 

This was revealed by Division Mayor Muzaid Khemis during a stakeholders' meeting held on April 7, 2025, at the division headquarters.According to Mayor Khemis, the division successfully lobbied for the initial funding to begin the construction of the office block, as the current office space is deemed inadequate for both technical and political staff. 

The division has already received 600 million shillings to kickstart the project, with the remaining funds set to be released in phases over the course of the project.

“The current office space can no longer accommodate the growing needs of the division. 

This new office block will enhance our operational capacity and ensure we meet the demands of both staff and the public,” Mayor Khemis stated.

Construction is scheduled to begin in June 2025, and once completed, the new council complex will provide much-needed office space to improve the efficiency and effectiveness of the division’s operations.

Central Division Town Clerk, Dr. Drakuma, expressed optimism about the project, recalling his initial expectation of working in a modern office complex when he was deployed to Arua Central Division in March 2022. 

However, he was stationed at the former River Oli headquarters due to the lack of a modern office facility. He emphasized the importance of ensuring transparency and value for money in the construction process.

“As we embark on this significant project, I urge all involved parties to exercise due diligence to ensure the construction is of the highest standard, and that the funds are utilized efficiently,” Dr. Drakuma said.

Charles Asiki, the former mayor of the then Arua Municipality, noted that the council complex had been part of a development plan during his tenure. However, the project was delayed due to funding constraints and shifting priorities at the time.

The construction of the council complex marks a significant milestone for Arua Central Division as it moves towards modernizing its infrastructure and improving service delivery to its residents.
