THE ARUA HILL FC & TOORO SANCTION - INTO DETAILS:

Days after the Arua Hill FC - Onduparaka Derby, The Fufa Competitions Disciplinary Panel has come into action and fined Premier League clubs, Arua Hill and Tooro United for breaching Covid-19 prevention protocols. In two circulars released on Friday, October 29, 2021, both clubs were fined Shs1,000,000 each and asked to play their next league matches behind closed doors. The two clubs are accused of having allowed over 200 fans, the number allowed in stadiums, to their home matches. "Circumstances of the case Disciplinary proceedings were opened against the management of Arua Hill Sports Club during the SUPL Match Arua Hill SC Vs Onduparaka FC match that was played on Tuesday 26th October 2021 at Barifa Stadium-Arua,” reads in part one circular.

“It  appears that the management of Arua Hill SC allowed more than 200 fans into the stadium on the above mentioned match contrary to the FUFA COVID-19 Regulations.” and more so with most of them being seen without wearing masks. "The Competitions Disciplinary Panel considered Arua Hill’s written response and made the following findings. Legal framework Article 10 of the FUFA COVID-19 Regulations establishes that, 1. “All matches shall be played without spectators. 2. Spectators shall only be allowed with written permission from FUFA. 3. Any club/team that violates Art 10(2) above shall be liable to disciplinary action. “Article 11 of the FUFA COVID-19 Regulations establishes that wearing face masks at all times is mandatory while in the stadium.”Arua are believed to have breached most or all all the above. Accordingly, “CDP hereby sanctions Arua Hill SC with one match under closed stadium for the next Star times Uganda premier league home game. ”They also have to pay a cash fine “UGX 1,000,000 (Uganda Shillings One Million) within 15 (fifteen days) from receipt of this decision. “Failure to pay within the above prescribed time shall lead to further disciplinary sanctions. ”Similar, Tooro United have been slapped with the same sanctions and fined for allowing more than 200 fans, most of whom allegedly unmasked, into the stadium. The match in question was between Tooro United and Mbarara City, played on Saturday 23rd October,  2021, at Buhinga Stadium, in Fort Portal. Attached are the rulings
